What is proportional representation?
A system where the share of seats a group wins matches the share of votes it earns.
In most U.S. House races today, one candidate wins each district and every other vote goes unrepresented. A group with 45 percent of the vote in every district can win no seats at all.
Proportional systems elect several representatives from larger districts and divide the seats by vote share. Voters get more real choices, fewer votes are wasted, and the makeup of the chamber reflects the makeup of the electorate. And because seats follow votes, there is nothing to gain from drawing district lines to favor one side.

Compatible with the Constitution
The Constitution leaves House election rules largely to states and Congress. It does not require single-member districts.
Why 2029, and why Congress
Congress has the power to set the rules for House elections. Since 1967, a federal statute has required states to elect House members from single-member districts. Because it is an ordinary law, Congress can change it by passing a new one.
The task for the next two years is to turn scattered support into a shared plan: agreed goals, model bill text, and public backing strong enough to win a vote in the first year of a new Congress.
